Non-Insured Health Benefits

When medical drugs and services are not covered by a private insurance plan or the Régie de l’assurance maladie du Québec, it is Health Canada’s Non-Insured Health Benefits (NIHB) Program that covers or reimburses certain of the following services:

  • Vision care;
  • Dental benefits;
  • Medical transportation;
  • Drug benefits;
  • Medical supplies and equipment;
  • Short-term mental health intervention services in crisis situations;
  • Health services approved outside of Canada.

The Commission’s role

The First Nations of Quebec and Labrador Health and Social Services Commission (FNQLHSSC) has two experts who are dedicated to facilitating access to health services and social services for the First Nations communities.  

NIHB Program Agent

This person’s mandate is to:

  • Provide the First Nations communities and organisations with advice and support to resolve general problems in the context of access and administration for the NIHB Program;  
  • Analyse the policies and represent the rights and concerns of the First Nations of Quebec at the regional and national levels.  

Health Care Liaison Agent

This person’s mandate is to:

  • Support the interveners working with the First Nations of Quebec in their processes aiming to ensure access to health services for the populations of the communities;
  • Inform the First Nations of Quebec regarding the various health programs and services that are available to their populations.

Non-Insured Health Benefits Regional Advisory Committee

This Committee’s mandate is to:

Support the NIHB Program Agent in his/her role related to defending the rights of the First Nations in the area of NIHB;  

  • Analyse the various elements related to NIHB for the purpose of making recommendations aiming to improve the program while ensuring that First Nations rights are respected.

It is composed of six representatives of the First Nations communities as well as the NIHB Program Agent of the FNQLHSSC and Health Canada’s NIHB Manager.
