This report draws on the AFN Long-Term Reform of the First Nations Child and Family Services Program and Jordan’s Principle: First Nations Workbook, and it will be used to inform discussions on the Final Settlement Agreement for the reform of the FNCFS Program and Jordan’s Principle. The AFN is encouraging regions to undertake consultation processes so that the reform reflects the needs and priorities of First Nations. To ensure that First Nations in Quebec are heard, the FNQLHSSC undertook a consultation process with concerned communities and organizations. Furthermore, in developing recommendations for the FNCFS Program, the FNQLHSSC drew on previous consultations held in 2017 as well as guidance from social services directors sitting on the FNCFS Regional Roundtable and the Health and Social Services Directors Network. This report contains several recommendations that must be considered in the discussions for the signing of the Final Settlement Agreement.
