{"id":9142,"date":"2022-09-19T10:03:09","date_gmt":"2022-09-19T14:03:09","guid":{"rendered":"https:\/\/cssspnql.com\/?p=9142"},"modified":"2022-09-19T10:04:19","modified_gmt":"2022-09-19T14:04:19","slug":"reclaiming-ancestral-approaches","status":"publish","type":"post","link":"https:\/\/cssspnql.com\/en\/reclaiming-ancestral-approaches\/","title":{"rendered":"Reclaiming ancestral approaches\u00a0"},"content":{"rendered":"\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><strong>Providing culturally safe prevention and youth protection services<\/strong>&nbsp;<\/p>\n\n\n\n<p>In the last few years, many First Nations communities have led community consultations with a view to provide child and family services that are more in keeping with their culture\u2019s values and ways of doing things. Among other things, these consultations were an opportunity to gather knowledge from the last people to have lived the ancestral way of life. Elders are the keepers of invaluable knowledge that can be applied to a renewed social services offering, one that does not attempt to fit the mould of the Quebec system\u2019s way of doing things, which is often seen as conflicting with First Nations values.&nbsp;<\/p>\n\n\n\n<p>The current situation with the <em>Act respecting First Nations, Inuit and M<\/em><em>\u00e9<\/em><em>tis children, youth and families<\/em> is conducive to self-determination and governance of services by and for First Nations people. Presented below are two models for local initiatives, though many more exist in Quebec, with the intention of not only celebrating their successes but also inspiring other communities.&nbsp;<\/p>\n\n\n\n<p><strong>The Tshisheuatishitau governance model<\/strong>&nbsp;<\/p>\n\n\n\n<p>The Uashat mak Mani-Utenam Innu have developed a governance model for child and family services that, among other things, questions the attachment theory (involving a single attachment figure, usually the mother) applied by the <em>Youth Protection Act<\/em> (YPA). Their model argues for the idea that Innu children \u201cgrow up within a complex kinship system where education and other responsibilities toward them are assumed by multiple adults. Children develop multiple attachments with the different people who take care of them\u201d [translation] (Innu Takuaikan Uashat mak Mani-Utenam, 2019: 10-11). The ancestral practice of <em>ne kupaniem<\/em>, which can be translated as \u201ca child who one looks after temporarily\u201d is built into the model and rejects the YPA\u2019s notions of permanence and maximum stay lengths.&nbsp;<\/p>\n\n\n\n<p><strong>Listuguj child and family services<\/strong>&nbsp;<\/p>\n\n\n\n<p>Listuguj has a structure of services in which a single department provides both prevention services and youth protection services. Establishing a common department has enabled enlightened decision-making with regards to the best way to protect children. Prevention services are prioritized as long as the situation does not require second-line intervention. Reflections issued over the last several years have led the teams involved to provide services that are more in line with the values, traditions and beliefs of their culture. Families can choose, according to what they most agree with, to opt for clinical services or traditional healing methods.
