This discussion paper, submitted to the Office de consultation publique de Montréal (OCPM) as part of a consultation process for drafting a preparatory documented entitled “Projet de Ville : vers un plan d’urbanisme et de mobilité,” is in keeping with this prior research. The first part of the paper presents the current homelessness situation among First Nations generally in Quebec and specifically in Montréal. It also proposes a definition of homelessness that considers the unique context for First Nations. The second part presents the current understanding of best practices for service delivery and intervention with the First Nations homeless population. The third and final part contains recommendations to consider during the consultation process led by the OCPM.
