This brief outlines certain issues and proposes certain avenues that the Quebec government must consider to ensure that Bill 10 is implemented in a manner that respects the inherent right of First Nations to autonomy and avoids creating severe obstacles to the effective operation of health and social services organizations located on First Nations territories.2 We ask that our arguments and recommendation be taken into account during the study of Bill 10 as part of the specific consultations of the Committee on Health and Social Services in which our organization was invited to participate.
