The purpose of the consultation is to modernize the various programs in these areas. This brief summarizes some of the issues facing First Nations and proposes a number of approaches that the Government of Quebec should implement to better reflect the needs of First Nations in its programs and to redefine solidarity. More importantly, we ask that the Government of Quebec respect First Nations inherent right to self-government and that it not hinder the effective operation of health and social services organizations as well as those fighting poverty and social exclusion located on First Nations territories. We ask that our arguments and recommendations be taken into account as the Government Action Plan to Combat Poverty and Social Exclusion is reviewed as part of these special consultations.
