This document proposes a framework adopted by the Assembly of the First Nations of Quebec and Labrador in his resolution 07/2012 . It was primarily drafted for the communities, but it can also serve the First Nations organizations, particularly the regional organizations. They will however need to make the necessary adjustments to the text so that the document reflects the particularities of their organisational structures and the nature of their powers.
