Opioid Crisis: Major Impacts on First Nations and their Wellness Brief on Bill 36, Opioid-related Damages and Health Care Costs Recovery Act

On October 5, 2023, the Minister Responsible for Social Services, Lionel Carmant, presented to the National Assembly of Quebec Bill 36 – Opioid-related Damages and Health Care Costs Recovery Act. The purpose of this bill is to establish special rules applicable to the recovery of opioid-related health care costs attributable to a wrong committed by opioid product manufacturers or wholesalers or their consultants.

 

This brief outlines some of the issues facing First Nation and proposes certain measures that the Government of Quebec should put in place to ensure that Bill 36 meets the unique needs of the province’s First Nations.
