Following the preliminary report submitted in November 2021, the final report is based on the Framework Policy on Continuing Care for Persons with Decreasing Independence in Quebec First Nations, adopted by resolution by the Chiefs of the Assembly of First Nations Quebec-Labrador in October 2021. The policy provides a solid framework to guide the actions needed to address unclear roles and responsibilities and improve communication and cooperation among partners as well as access to care, funding and human resources.
The report also presents the First Nations’ clear and shared vision on long-term continuing care needs, which emerged from an extensive 20-year consultation process with various community stakeholders. It includes 22 priority recommendations approved by the First Nations community and organization stakeholders and addresses long-term care in urban areas.
