This document sets out a framework adopted by the Assembly of First Nations Quebec-Labrador (AFNQL). We offer this framework without restriction, with a view to addressing a need raised by several communities and organizations that would like to improve their administrative practices. This basic document gathers a set of definitions, principles, and rules that comply with the general principles of the laws and regulations in force and with the codes of practice applied in public administration in Canada and Quebec. It covers primarily rules on the protection of personal information, but it also includes provisions on the protection of collective data and any other information that a band council or the executive of a service or organization deems confidential.
