On June 16, Minister of Families Sébastien Proulx presented Bill 143, entitled An Act to improve the educational quality and foster the harmonious development of educational childcare services, to the National Assembly. In this context, the Assembly of First Nations Quebec-Labrador (AFNQL) and the First Nations of Quebec and Labrador Health and Social Services Commission (FNQLHSSC) represent the interests of First Nations that will be directly affected by the changes this bill is proposing. It is important to note that the unique conflicts of jurisdiction between the federal government and the Quebec government over childcare add to the complexity that distinguishes First Nations from the general population of Quebec. Any changes to Quebec legislation governing educational childcare services are likely to have a real impact on the educational childcare services offered in First Nations communities. They will also affect the agreement between the Quebec government and the FNQLHSSC that delegates to the latter certain powers to support and develop educational childcare services. We are filing this brief for these reasons as well as to bring our concerns about this bill to the attention of the Minister of Families and the Quebec government
