On January 31, 2023, a public inquest was ordered into the death of Raphaël André, which occurred in Montréal on or about January 17, 2021. The purpose of this discussion paper is to contribute to the inquest by examining the contextual elements of his death and what could have prevented it, with a view to avoiding similar tragedies in the future.
